There's one thing in there that's entirely up to you: Expertise. Just practice on your programming, first starting out with one of those free game development kits, like AGI Studio, AGS or the likes, so you'll get an idea of what it requires, and if you feel like doing some harder work, learn up on programming, focusing on making the engine you want. In the end, lack of expertise's not an excuse to not start building expertise

I'd make an adventure based on a boring old classic nobody bothers to read these days. Like Pamela, or The Faerie Queene, or something like that.
